I could not ascertain the exact identity of the men in photo. According to one source they are from Waziristan while according to another source they are Turis from Kurram valley. The design of the turbans resembles those of the Dawars (of North Waziristan) in 19th century. Refer to this 19th century sketch of Dawars:
